Citizens become Factionless when they fail the initiation process or voluntarily abandon their faction. Stripped of protection and resources, they are forced to live outside the protective walls that define the city. They scavenge for food and supplies in the dangerous zones between faction territories. Over time, these individuals organized into loose groups within the deepest parts of the subway system. This area became known as the Underground because it was largely unmapped by faction surveillance. It provided a place where they could plot without immediate interference from Dauntless or Erudite security forces. The significance of this territory grew when the Factionless, under the leadership of Evelyn Johnson-Eaton, used their numbers and knowledge of the tunnels to launch coordinated attacks against Dauntless leadership, turning a place of survival into a weaponized stronghold.

The air down here smells of rust and wet concrete. Tris crouched behind a collapsed pillar, watching the flickering light dance on the damp walls. Somewhere in the darkness ahead, footsteps echoed—slow, deliberate. She tightened her grip on the flare gun. The Factionless didn't trust outsiders, but she needed passage through their tunnels to reach the simulation center. A shadow detached itself from the gloom, a figure clad in tattered Dauntless gear. He raised a hand, signaling silence, then pointed toward the deeper darkness where the trains used to run.
